The Dry Cleaner Remediation Program (DCRP) was established by the Texas Legislature in 2003. It created the Dry Cleaning Facility Release Fund for state lead clean up of dry cleaner related contaminated sites. It also established dry cleaner facility registration requirements, fees, performance standards, distributor registration, and revenue disbursement.
