 "description": "Texas groundwater conservation districts (GCD) are units of local government authorized and ratified at the local level to manage and protect groundwater. The GCDs are created through special law by the Texas Legislature or by administrative procedures through the Texas Commission on Environmental Quality (TCEQ). The GCDs are authorized with powers and duties that enable them to manage groundwater resources, such as conservation, preservation, protection, recharging, and prevention of waste of the groundwater resources within their jurisdictions. The GCDs are governed by an elected or appointed board of directors, having three primary GCD authorities: permitting water wells, developing a comprehensive management plan and adopting the necessary rules to implement the management plan. http://www.tceq.texas.gov/groundwater/districts.htmlTCEQ has exclusive jurisdiction for the creation of GCDs, enforment and the dissolution of GCDs under specific circumstances.
